Luciralia Ibarra, Principal

Luciralia (“Luci”) Ibarra brings over 20 years of cross-functional expertise in land use, regulatory compliance, policy analysis, and CEQA review for residential, mixed-use, commercial and industrial projects comprising well over 20,000 residential units, 7,000 hotel rooms, and over 10 million square feet of jobs producing floor area. A strategic thinker and experienced project manager, Luci is recognized for her skill in identifying short- and long-term political and procedural roadblocks and navigating overlapping areas of regulatory oversight involving projects of significant complexity.

A noted bridge builder, Luci has established relationships with local, state, and regional agencies across numerous jurisdictions in Southern California. In this regard, she has helped negotiate numerous Development Agreements with a collective value of more than $85 million in community benefits for stakeholders.

Luci is native to the Los Angeles and San Gabriel Valley areas, with a B.A. in Sociology and Organizational Studies from Pitzer College (Claremont, CA), a Master of City Planning from UC Berkeley (Berkeley, CA), was a Coro Fellow in Public Affairs (San Francisco, CA), and participated in Coro‘s Executive Leadership Network (Los Angeles, CA). Luci serves on the Boards of Larchmont Charter Schools and the Optimist Youth Homes and Family Services.
